As a general guideline;  if scientific, technical or other specialized knowledge will assist in understanding the evidence or in determining a fact, a witness qualified as an expert by knowledge, skill, experience, training or education, may testify in the form of an opinion or otherwise as long as their testimony is based on facts or scientific method. Each jurisdiction has their own rules regarding expert witness testimony.
